There are some issues on remote repository refresh process that should be improved:

- I download an appliance, I refresh de remote repository (To know if exists new appliance). The downloaded appliance appears like no download.
- I can't reproduce. But sometimes One appliance apears like download but it isn't downloading it.

If an OVFPackage have some state different to NOT_DOWNLOAD (initial) is not updated during repository refresh
