Improve error when download images fail

Description

Steps to Reproduce
-enter as syadmin
-go to appliance library
-download an images -> the image should fail downloading
-look at the error displayed

Real Results
-The image is marked with warning icon (!) and in tooltip is indicated the error
-in events: Error during the virtual image download
-in log is displayed the error trace

Expected Results
Notifition should be added and message in events improved:
-notification: "Error during the virtual image download. Please, contact your System Administrator."
-events: "Error during the virtual image download. " add the log trace (should be ok the same displayed in tooltip).

Notifications are used to report errors of virtual appliances.

Should we define new identifiers (not valid virtual apps ids) for other parts of the software ?

All the errors of the the apps library should be reported only when selecting the apps library view ?

Errors on the, p.eg, infrastructure are organized the same way ?

About your comments

The first ask, should be for next especial release
Not all the errors, only the asyncronous process (Download) like Virtual Appliances should be reported in any part of the application
