Steps to Reproduce
-Deploy a Virtual Appliances with several virtual machine
-> the rack with more VLAN available is selected for deploy
-> the 1st virtual machine in virtual appliance is deployed
- the 2nd virtual machine is deployed but, now there is not enough ressources anymore

Expected Results
-If there is not enought ressources in the rack for deploying the whole virtual appliances with all its virtual machine, the next candidate rack should be selected

Real Results
-Once the rack is selected, if there is not enought ressources to deploy the 1st virtual machine in VApp, the next candidate rack is selected.
-If there is enough ressources to deploy the 1st virtual machine but not the next one in the VApp, the Virtual appliance will never be deployed.

This was introduced by Albert time ago... Sorry for don't check the improvements with more frequency :)
