Virtual Appliance progress status popup does not display progress on startup

Description

When starting a new Virtual Appliance, the progress bar does not change in any interval between 0% and 100%. A three virtual images Virtual Appliance does not show progress at 33% and 66%.
But, when stopping a virtual appliance, the progress bar and the labels changes showing the progress stopping the virtual images.
